LEGISLATIVE OVERVIEW
 
The sole purpose of the proposed legislation is to allow the Entertainment Commission (EC) to issue temporary entertainment permits, including permits for early-morning clubbing, 2-6:00 a.m., without resident participation in the permitting process. This nightclub legislation will open the floodgates of unregulated clubbing around the clock. 
 
One-Time Event permits are used for events in open outdoor areas at venues without a fixed entertainment permit.  Currently, the EC cannot legally issue permits for entertainment from 2-6:00 a.m. unless a venue has not only a fixed entertainment permit but also an Extended-Hours Permit (early-morning clubbing),both gained with resident involvement.
 
The proposed legislation would give the EC increased power to issue permits for early-morning club and restaurant operations, on a temporary basis, 2-6:00 a.m., almost anywhere, without resident or police involvement.

Lastly, a copy of the letter Kevin Ryan (Mayor's Office of Criminal Justice) sent to Supervisor David Chiu can be accessed here. In this letter, Ryan "urges" the Supervisor to rethink the panned amendments to the proposed legislation, voicing concerns about the amendment's impact on the "late night activities".

It is an interesting read, in the 4 pages neighbors' concerns are not mentioned, neither were any neighborhood based concerns about this legilation mentioned.
